The craft is a national listing. The China Intangible Cultural Heritage Digital Museum records 同盛祥牛羊肉泡馍制作技艺 — Tongshengxiang beef-and-mutton paomo making — as item 948, number Ⅷ-165, second national batch, 2008, declared by Xi'an, Shaanxi. The protection unit is 西安饮食股份有限公司同盛祥饭庄. The Shaanxi ICH Digital Museum says the same craft entered the first provincial batch in 2007 as Ⅷ-2, then the national list in 2008. You sit. You tear the bread. You do not tour the bowl.
How the bowl is built
The national page is the official description: select the meat, boil it, simmer the stock, add the spice pack, season, then 泡馍 — cook the torn bread in that stock. The lock on the same record is 料重味醇，肉烂汤浓，馍筋光滑. This is a Hui kitchen craft. It is not a street bun you eat walking.
Shaanxi's own file adds the four sits you actually order. I will not invent a 2026 menu price or a street address.

The same Shaanxi file locks the cake sizes for the protection unit: large cake about 10 cm across and 1.5 cm thick; small cake about 5 cm and 1.2 cm. I will not treat those numbers as a 2026 shop rule on every street. Confirm what lands in front of you.
This is not Lanzhou's already-pulled noodle. Lanzhou lamian 2026 arrives as wheat already in a clear beef broth. This Xi'an bowl starts as bread you tear. Shanghai's Nanxiang xiaolongbao is sealed soup in a thin skin. Do not paste those onto one Hui table.

How to order without a tour
Walk in. If tables are empty, sit. A server brings an empty bowl and the cakes, or you take a number and wait.
Say 羊肉泡馍 (yáng ròu pào mó) or 牛羊肉泡馍. If they ask 干泡, 口汤, or 水围城, pick one from the table above. If you do not know, say 口汤. Tear the cake into small pieces. Send the bowl back. Wait. The kitchen cooks it. I will not invent English names for every topping. Chili paste and cilantro often sit on the side. Confirm on the day.
When the bowl lands, eat from one edge. The official file calls that 蚕食. Do not stir it into a mash. Photograph the steam if you want a picture. Do not pose a torn cake you did not order. Pay by QR. Set up Alipay for foreigners before you want breakfast or lunch, not after the broth is on the table. Cash still appears at some older rooms. Do not count on English on the wall.
This is the opposite of a food tour. A walking tasting with a locked departure is a group stop. LocalKey does not sell that.
The listing is a technique declared from Xi'an. A shop sign that says 泡馍 on another street is a common Shaanxi lunch. I will not rank a brand. Tongshengxiang is the protection unit on the national record, not a restaurant review.
Is Xi'an paomo the same as a Lanzhou noodle bowl?
No. Lanzhou's national listing is pulled wheat already in the soup. Xi'an's national listing is torn 饦饦馍 cooked in beef or mutton broth — 选料、煮肉、熬汤、加料、调味到泡馍. Same northwest sit-down habit. Different bread.

Shaanxi's ICH file records the 2007 provincial listing (Ⅷ-2) and the 1920 founding name 同盛祥 — 同兴盛、共吉祥. The inheritor on the national inheritor page is 乌平 (04-1910), Hui, project Ⅷ-165. I will not review a restaurant.
