Yes. Xi'an yangrou paomo — more precisely niú yáng ròu pào mó, beef-and-mutton paomo — is a sit-down. You tear a wheat cake into a bowl. The kitchen cooks it in lamb or beef broth. That is the meal. It is not a Muslim-Quarter tasting SKU, not a group set menu, and not a recipe dump. This page is how an independent traveler sits for the bowl in Xi'an.
The craft is a national listing. The China Intangible Cultural Heritage Digital Museum records Tongshengxiang beef-and-mutton paomo making as item 948, number Ⅷ-165, second national batch, 2008, declared by Xi'an, Shaanxi. The protection unit is Xi'an Catering Co., Ltd., Tongshengxiang Restaurant. The Shaanxi ICH Digital Museum says the same craft entered the first provincial batch in 2007 as Ⅷ-2, then the national list in 2008. You sit. You tear the bread. You do not tour the bowl.
How the bowl is built
The national page is the official description: select the meat, boil it, simmer the stock, add the spice pack, season, then pào mó — cook the torn bread in that stock. The lock on the same record is "heavy seasoning, mellow flavor; tender meat, thick soup; springy, smooth bread." This is a Hui kitchen craft. It is not a street bun you eat walking.
Shaanxi's own file adds the four sits you actually order. We will not invent a 2026 menu price or a street address.

The same Shaanxi file locks the cake sizes for the protection unit: large cake about 10 cm across and 1.5 cm thick; small cake about 5 cm and 1.2 cm. We will not treat those numbers as a 2026 shop rule on every street. Confirm what lands in front of you.
This is not Lanzhou's already-pulled noodle. Lanzhou lamian 2026 arrives as wheat already in a clear beef broth. This Xi'an bowl starts as bread you tear. Shanghai's Nanxiang xiaolongbao is sealed soup in a thin skin. Do not paste those onto one Hui table.
The city page already said the quarter is streets, not a SKU. Keep the city sit on Xi'an culture 2026. This page is only the bowl.
How to order without a tour
Walk in. If tables are empty, sit. A server brings an empty bowl and the cakes, or you take a number and wait.
Say yáng ròu pào mó or niú yáng ròu pào mó. If they ask gān pào, kǒu tāng, or shuǐ wéi chéng, pick one from the table above. If you do not know, say kǒu tāng. Tear the cake into small pieces. Send the bowl back. Wait. The kitchen cooks it. We will not invent English names for every topping. Chili paste and cilantro often sit on the side. Confirm on the day.
When the bowl lands, eat from one edge. The official file calls that cán shí — nibbling like a silkworm. Do not stir it into a mash. Photograph the steam if you want a picture. Do not pose a torn cake you did not order. Pay by QR. Set up Alipay for foreigners before you want breakfast or lunch, not after the broth is on the table. Cash still appears at some older rooms. Do not count on English on the wall.
This is the opposite of a food tour. A walking tasting with a locked departure is a group stop. LocalKey does not sell that.
The listing is a technique declared from Xi'an. A shop sign that says pào mó on another street is a common Shaanxi lunch. We will not rank a brand. Tongshengxiang is the protection unit on the national record, not a restaurant review.
Is Xi'an paomo the same as a Lanzhou noodle bowl?
No. Lanzhou's national listing is pulled wheat already in the soup. Xi'an's national listing is torn tuotuo mo — a round flatbread — cooked in beef or mutton broth: selecting ingredients, boiling the meat, simmering the broth, adding ingredients, seasoning, and soaking the bread. Same northwest sit-down habit. Different bread.
How do foreigners order niuyangrou paomo — beef-and-mutton paomo — without a food tour?
Walk in and sit if a table is empty. Say yangrou paomo. Pick ganpao (dry-soak), koutang (soup-sipping), or shuiweicheng (broth-surrounded) if asked. Tear the cake into the bowl. Send it back. Eat from one edge. Pay by QR. Set up Alipay before you want the meal. This page does not invent 2026 prices.
Do I need a Muslim Quarter tour to eat paomo?

Is Tongshengxiang niuyangrou paomo a restaurant ranking or an official craft?
It is a technique, not a brand list. The national museum keeps it as Ⅷ-165, declared from Xi'an in 2008. Shaanxi's ICH file records the 2007 provincial listing (Ⅷ-2) and the 1920 founding name Tongshengxiang — shared prosperity, shared good fortune. The inheritor on the national inheritor page is Wu Ping (04-1910), Hui, project Ⅷ-165. We will not review a restaurant.
