No. A foreign license or an IDP is not enough to drive on the mainland. Beijing traffic police, in a FAQ dated 9 July 2026, state that China is not a party to the 1968 UN Convention on Road Traffic, so an International Driving Permit cannot be used to drive and cannot convert. A foreign license alone is illegal
The paper you already carry does not become a Chinese driving document at the border. Police can stop you. A rental desk can refuse you. Insurance can refuse a claim.
An IDP does not fix that. It is a booklet under a treaty China did not join. Beijing's 9 July 2026 FAQ is the sentence I send people: the IDP cannot be used on the road, and it cannot convert to a Chinese license.
Two products, do not mix them:
- This temporary permit — the short-stay path. You keep the foreign license. The 车管所 issues a short paper that lets you drive with it.
- Convert to a Chinese license — a different counter, residence proof, medical check, Subject 1. That is not the tourist path. Capital Airport's vehicle-admin desk issues the temporary permit for temporary entry ≤ 3 months; stay longer and that page sends you to 车管所涉外办 for a formal license.
Current validity: Order 172
The live rule is 公安部令第172号 Article 21, in force 1 January 2025 (State Council Gazette). Stay of three months or less: a three-month permit. Stay longer than three months: validity can run up to one year. Shanghai and Beijing publish the same split.
Do not treat older Ministry Order 90 wording as the live “max three months, cannot extend” rule for this permit. Order 90 is the inbound-vehicle procedure. This page is the permit for a person who wants to drive a Chinese-plated rental.
A foreign license, in Order 172, means an official full license. Learner, temporary, and probationary papers do not count.
For a rented mainland car, the permit is C1 or C2 only and cannot exceed the class on your foreign license. While you drive, carry the temporary permit, the original license, and the Chinese translation. For a rental, carry the contract too.
Shanghai process
Shanghai's bilingual FAQ — 上海发布, December 2024 — is the clearest visitor write-up I can open. Materials: passport (or other entry-exit ID), the foreign license, and a Chinese translation if the license is not in Chinese. At the window: photo, apply, road-law study, then issued on the spot.
Translation: email a listed house before you fly, ask the window to start one, or use an embassy, consulate, or local notary. Do not assume the airport window can finish a translation the hour you land.
Age 18+ for C1/C2. Age 70+: capacity test first via 交管12123 — free, five attempts, valid one year. Shanghai refuses a mainland hit-and-run record, unresolved accidents, and a prior permit that hit 12 points without the required study and exam.

Pudong and Hongqiao hours are short. Friday afternoon is already closed. A translation may not be ready at the airport. Do not plan to land and drive the same afternoon.
240-hour transit is not a same-afternoon drive
A 240-hour visa-free visitor has about ten days: 57 countries, 65 ports, 24 stay areas. The 30-day unilateral waiver is 50 countries and a different stamp. Neither is a license. I will not sell land-and-drive as the arrival plan.
Finish Alipay at home. Keep the first-time visitor checklist on your phone. City to city: 12306. If the day is for photographs, start from the China photography trip. Rental desks stay a separate lane — rent a car in China only after the permit is real.
