Hong Kong SAR, Macau SAR and mainland China run separate immigration systems, so a Hong Kong or Macau stay does not itself grant mainland entry, and you should not assume that leaving the mainland for Hong Kong or Macau and returning starts a new 240-hour clock. For 240-hour transit, an onward ticket to Hong Kong SAR or Macao SAR is commonly treated as a third region, but no official page states this outright, so confirm with your airline or port.

Do Hong Kong SAR, Macau SAR and mainland China need separate entry permission?
Yes. As of 29 September 2026, Hong Kong SAR and Macau SAR run their own immigration systems, separate from mainland China, so a Hong Kong SAR or Macau SAR stay does not itself grant permission to enter the mainland.
Many passports enter Hong Kong SAR or Macau SAR visa-free for limited stays, while mainland entry uses a visa, the 240-hour transit policy, or the 30-day unilateral waiver. Check the Hong Kong ImmD visit-visa page and NIA policy guidance.
For the 240-hour policy, your onward ticket must be to a third country or region. Hong Kong SAR and Macao SAR (official NIA spelling “Macao”) are commonly treated as fitting that wording, but no official page states this outright. Confirm with your airline or the relevant port before departure. For the full rule, see the 240-hour visa-free China guide and the 30-day visa-free China guide.
Which entry options apply to Hong Kong SAR, Macau SAR and the mainland?
Hong Kong SAR and Macau SAR each apply their own visit rules, while mainland entry uses a visa, 240-hour transit for eligible ordinary passports from 57 countries, or the 30-day unilateral waiver for the current 50-country list. The 30-day list includes the United Kingdom and Canada but not the United States.
Hong Kong SAR, Macau SAR and mainland China are connected geographically but do not share one visitor permission. Treat each movement as a separate immigration decision.

| Mainland 240-hour transit | Eligible ordinary-passport holders from 57 countries transiting through mainland China to a third country or region through a designated port | Up to 240 hours, calculated under NIA procedures | Yes: confirmed onward arrangements with seat and departure date | NIA English policy |

| Mainland visa | Travellers who do not qualify for the relevant visa-free tool, or whose purpose, passport or itinerary requires a visa | Depends on the visa issued | Follow the visa and carrier requirements | Chinese visa information |
The 240-hour policy includes the United Kingdom, United States and Canada among its eligible nationalities. The 30-day unilateral list includes the United Kingdom and Canada, but not the United States. Eligibility can change, so check the official list for your passport and travel date.
This article does not reproduce the complete 240-hour country list, permitted areas or all designated ports. Use the pillar guide for those details.
2. Step by step
Step 1: Check Hong Kong SAR or Macau SAR separately
If your trip starts or ends in Hong Kong SAR, check the ImmD visit-visa and entry-permit page for your passport, intended purpose and length of stay.
For Macau SAR, check the Macau PSP and gov.mo non-resident immigration page. Do not assume that a rule for one nationality applies to another. The official pages contain nationality-specific conditions, document requirements and exceptions.
Step 2: Choose the mainland entry tool
First check whether you qualify for the mainland 30-day unilateral waiver. If not, check whether your passport, route and port qualify for the 240-hour transit policy. If neither applies, arrange the appropriate mainland visa before travel.
A Hong Kong SAR or Macau SAR stay does not itself grant permission to enter mainland China. The mainland decision is based on the passport, purpose, ticketing and entry point used for mainland inspection.
Step 3: Prepare the 240-hour onward ticket
If you use the 240-hour policy, carry a confirmed onward ticket to a third country or region, with the seat and departure date shown clearly. Save the booking confirmation offline and print a copy.
An onward itinerary from mainland China to Hong Kong SAR or Macau SAR is usually or commonly treated as satisfying the third-country-or-region wording. However, no official page states that point expressly. Ask the airline before check-in and confirm with the port if your itinerary depends on it.
The 240-hour pillar guide explains the policy framework and links to the relevant official notices.
Step 4: Use a listed entry port
When travelling from Hong Kong SAR by land under the 240-hour policy, the listed land options include West Kowloon Station Port and Hong Kong-Zhuhai-Macao Bridge Port.
Lo Wu or Luohu, Futian, Huanggang, Shenzhen Bay and Gongbei are not the listed land options for this purpose. Do not choose a crossing based only on convenience or a familiar route. Compare the port with the policy before you book transport.
Use Hong Kong to mainland China crossings in 2026 for the practical crossing choice. Do not rely on that page as a replacement for checking the current NIA policy.
Step 5: Complete inspection and card requirements
At a qualifying mainland port, apply to immigration inspection on arrival for the 240-hour transit arrangement. Keep your passport, onward ticket and accommodation or route details accessible.
From November 2025, official notices describe an option for foreign travellers to complete entry cards online before arrival, with on-site electronic or paper alternatives still available (Gov.cn report). Confirm the day-of process at your port.
For the Hong Kong side of the Hong Kong-Zhuhai-Macao Bridge, the official passenger guide says visitors generally do not need to complete or furnish an arrival or departure card for Hong Kong immigration examination. That does not remove mainland inspection requirements.
3. Mistakes and edge cases
Mixing the three tools
A Hong Kong SAR visit permission is not a mainland 30-day waiver, and a mainland 30-day waiver is not the 240-hour transit policy. Check each segment separately:
- Hong Kong SAR: ImmD rules.
- Macau SAR: Macau PSP rules.
- Mainland China: visa, 30-day unilateral waiver or 240-hour transit policy.
Entering through the wrong land crossing
Lo Wu or Luohu, Futian, Huanggang, Shenzhen Bay and Gongbei may be useful for ordinary cross-boundary travel, but they are not the listed land options identified above for entering mainland China under the 240-hour policy from Hong Kong SAR. A valid ticket does not correct an unsuitable entry port.
Assuming London to Shanghai to London works
London to Shanghai to London returns to the same origin. That is not a route to a third country or region for the 240-hour transit framework. The onward movement needs to meet the policy's transit wording and ticket requirements.
Does leaving mainland China for Hong Kong or Macau restart the 240-hour clock?
Do not assume it does: the NIA English policy page is silent on whether leaving mainland China for Hong Kong SAR or Macau SAR and returning creates a new 240-hour or 30-day period. Confirm with the port or airline before you leave the mainland.
The 240-hour pillar guide notes that travellers may commonly reuse transit arrangements after exiting to a third country or region with a new onward ticket, but this should remain a soft planning assumption until confirmed for the specific itinerary.
Until a dated note from a named LocalKey consultant is added, treat the border and visa steps above as the operational guidance. Do not invent trip stories or client quotes here.
Trips that use the Greater Bay Area, the cluster of Hong Kong SAR, Macau SAR, Guangzhou, Shenzhen, Zhuhai and Foshan, can make a multi-stop route practical, but transport convenience does not merge immigration systems.

FAQ
Do I need separate visas for Hong Kong SAR and mainland China?
Usually, you must assess Hong Kong SAR and mainland China separately. Hong Kong SAR has its own ImmD visitor rules, while mainland China uses its own visa, 30-day unilateral waiver or 240-hour transit policy. Macau SAR is also assessed separately under Macau PSP rules.
I have a US passport. Which mainland China entry tool can I use?
A US passport is included in the 240-hour transit policy, subject to the ordinary-passport, qualifying itinerary, onward-ticket and designated-port requirements. The US is not included in the current 30-day unilateral waiver list. Check the current NIA policy before travel.
Does an onward ticket to Hong Kong SAR count for the 240-hour policy?
Hong Kong SAR is commonly treated as fitting the policy wording of a third country or region, but no official page states this point outright. Confirm with your airline and the relevant immigration port before departure.
Which land ports from Hong Kong SAR can I use for 240-hour entry?
The listed land options include West Kowloon Station Port and Hong Kong-Zhuhai-Macao Bridge Port. Lo Wu or Luohu, Futian, Huanggang, Shenzhen Bay and Gongbei are not the listed options for this 240-hour entry route.
What happens if I leave mainland China for Macau SAR and then return?
Do not assume that leaving mainland China for Macau SAR automatically starts a new 240-hour or 30-day period. The NIA English policy page is silent on this exact situation. Confirm with the port or airline before you leave mainland China.
Which is better: the 30-day waiver or the 240-hour policy?
If you qualify for the 30-day unilateral waiver and your purpose fits its conditions, it may be simpler because it does not use the 240-hour transit framework. If you do not qualify, the 240-hour policy may work if your passport, onward ticket and entry port meet the requirements. Check both policies for your specific itinerary.
What is the difference between Independent and Private Guided?
Independent includes a planned route with independent time, while an independent local guide is available only as an optional add-on. Private Guided includes private guiding coordinated around your selected route. Both tiers can include Hong Kong SAR and Macau SAR arrangements as part of one planned trip.
